CBRE is looking for a QCx Site Manager/Sr. Project Manager ( Project Management Director) to work closely with the site DCS (Data Center Services) team, DCOPs, General Contractors and all associated Vendors on all activities as it relates to Quality Assurance and Commissioning in Pryor, OK/ Tulsa OK area.
This person will also work closely with the clients Program Teams and support all new and ongoing Quality and Commissioning efforts as they pertain to the Data Center Construction activities at the site. This person will also act as a Project Manager/Owners Representative in performing this role for the client. This will also include other sites on an as needed basis with proper notification and approval. These construction projects will range from new construction/new buildings to capital upgrade projects in existing facilities.
The purpose of this position is to conduct planning, designing, managing and implementing all necessary activities to manage the successful execution of large size project(s). Responsible for indirect leadership and support of a team of project resources across multiple departments and business units.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Manage Client s site-based quality control and quality assurance programs, and ensures the General Contractor is executing on this program effectively, while also executing the Cx program and strategically leading Client s General Contractor and integrates with client's Operations team to deliver the programs goals and deliverables
Create, update and maintain the project submittal log and all other project-specific quality control reports
Review shop drawings and submittals for conformance with project specifications
Chair and document weekly QC meetings with the superintendent
Provide written daily QC reports that reinforce activities that are being constructed in conformance with each specific project's established standard and constructively confronts non-conformances to produce the desired outcome in a timely manner
Conduct preparatory, initial and follow-up meetings to establish an understanding of the standards of care desired for each definable feature of work. Verify that checklists are being used and signed off prior to the placement of concrete, steel and other similar items of work
Verify and document that all materials received for the project are in conformance with the approved submittal.
Conduct periodic follow-up inspections to verify that work is proceeding with the contract documents and the approved submittals.
Document final inspections, and acceptance of the works and various phases.
Manages the quality control staff and all specialty subcontractor inspection entities to ensure all disciplines are in compliance with applicable owner/architect and contract specifications, codes, regulations and requirements.
Functions as the primary point of contact and liaison with the Owner for all quality control related issues.
Implements and/or manages the keeping of all quality control records and ensures that required reporting is accomplished.
Plans, schedules and coordinates (preparatory, initial and follow-up) to ensure that all required audits/inspections are performed and documented. Carry out Internal Audit at site as scheduled in the Project Quality Plan, PQP.
Report results to the respective superintendent(s) in an expeditious manner and acts as a catalyst for follow-up corrective actions and re-inspection when deficiencies are discovered.
Assists Project Safety Coordinator to implement and aggressively enforce safety programs and practices to create a safe and healthy work environment
Cx related Tasks and responsibilities may include:
Support technical escalations on testing scope & issues from project level, provide direction
Support the Quality & Cx Team in all of corporate Owner s program initiatives & meetings
Assist in managing and tracking the Owner s vendor partner selection & relationships
Assist the QCx Team to develop and implement processes to ensure technical consistency & documentation of QCx program
Manage QCx reporting & dashboards, develop/maintain metrics,
Prepare/review commissioning and construction quality test scripts for Level 1 through Level 5 commissioning
Support the Program Cx Manager in data collection, recordation and analysis.
Be the subject matter expert ("SME") relating to commissioning of all electrical / power distribution systems within the data center.
Monitor existing on-site Cx processes for consistency and adherence to client's expectations.
As directed by Client, support Cx Program Manager in the proper implementation of Cx strategy/execution.
Work with the General Contractors to ensure their quality team understands and is following the site requirements for quality assurance and commissioning.
Collaborate with the core team to understand and develop the data center electrical designs, from starting basis of design (BOD) to issue for constructions (IFC), for new data center project build-outs and major infrastructure upgrades.
Manage all power system issues during concept design, detailed design, procurement, bidding, manufacturing, delivery, and installation on site. Identify and resolve issues raised by the cross-functional teams and various external stakeholders.
Generate scope of work for the equipment portions of major infrastructure upgrades based on project needs, and work with internal teams to update and document the configuration as it evolves.
Providing basic project management services, contract and cost management, communications (upward reporting facing when necessary), schedule, safety and quality management.
Manage project budgets, scheduling, planning, and contractor resource assignment. Track contractor performance including billing against budget and contract, manage proposals, SOW s, bids, scope definition, engineering design cycles, and design review and approvals.
Interface closely with the Global Commodities team, the manufacturers, and various global and local Engineering teams in order to deliver the electrical solutions needed for each project.
Review pull calculations, walk through cables pulling process and oversee medium voltage cable pulls.
Develop training and documentation for new and existing construction quality tools and processes.
No formal supervisory responsibilities in this position. Provides informal assistance such as technical guidance, and/or training to coworkers. May lead project teams and/or plan, and supervise assignments of lower level employees.

EDUCATION and EXPERIENCE
Bachelor's degree (BA/BS) from a four-year college or university with an emphasis in either Finance, Business Administration, Economics, Information Technology or related field. Minimum eight years of related experience and/or training.
Previous Project Manager experience and/or business analysis work experience.
Knowledge of data center and mission critical design concepts, NEC, NFPA 70E, and OSHA safety requirements.
Ability to read and interpret electrical, mechanical and controls schematics and diagrams.
Ability to work with the Data Center Engineering teams and Quality teams to develop test scripts and protocols, ensuring validation design intent.
Ability to act as a Project Manager in providing various Project Management activities for the client. This will primarily include managing and working with stakeholders and project team members on projects.
Experience in bidding, designing, operating and commissioning of electrical distribution systems, from high voltage (HV) transformer to branch circuits.
Experience with power systems and electrical testing and standards.
Demonstrated skills in requirements gathering, resource organization, task prioritization, scheduling and achieving objectives on schedule and within budget. Great attitude with internal customers and external parties, and able to address any issues.
CERTIFICATES and/or LICENSES
Certification(s) in PMP (Project Management Professional) and/or CSM (Certified Scrum Master) preferred.
Ability to comprehend, analyze, and interpret complex business documents. Ability to respond effectively to sensitive issues. Ability to write reports, manuals, speeches and articles using distinctive style. Ability to make effective and persuasive presentations on complex topics to employees, clients and/or public groups. Ability to motivate and negotiate effectively with key employees and client groups to take desired action.
Requires in-depth knowledge of financial terms and principles. Ability to calculate complex figures. Conducts financial/business analysis including the preparation of reports.
